Normally, it can't be said internet published rate is cheaper than travel agent rate.Some agent may be able to charge you more or less depending on their market contract and trading volume with hotels. Even each big website sets the price slightly different.
Travel agent does more than hotel booking. It should assist and serve you with transfer service, essential travel info. , etc. Moreover, it's interpersonal communication.
As it's low season, thing that you can do is checking on small hotel websites, sometimes they have special promotion.
