I've been trying to find Yahoo's keywords suggestion tool for all keywords that people search in Yahoo (like the one similar to google's). Could anyone tell me what's the URL?

I think overture in not working now. So If you want to get ideas of Keywords. Create your yahoo adwords account after adding title, description and url of your campaign add some keywords in the keyword box, yahoo will suggest you the best keywords and its monthly searched record.
